Gaboff investigation ends without any charges filed

MILLSTONE - The Monmouth County Prosecutor's Office has closed its investigation into the Gaboff property.

The Gaboffs' Ely Harmony Road parcel, which consists of the family's residence, is located in the township's residential (R-130) zone. Sharon Gaboff also operates an Adopt-A-Pet animal rescue and a grooming and boarding facility out of a 1,000-square-foot building on the property.

Last year, area residents had complained to officials that her operation may be an illegal commercial kennel business. The Special Prosecutions Unit at the Prosecutor's Office opened an investigation of the property on July 26. Detective Theresa Wilbert conducted the review.

Monmouth County Prosecutor Luis A. Valentin sent a letter to the township regarding his office's investigation into the allegations. He said the Special Prosecutions Unit had issued subpoenas for numerous documents from various sources, conducted interviews and gathered many records to investigate the use of the Gaboff property.

"After examining all of those records and the interviews conducted, the Monmouth County Prosecutor's Office is closing this investigation," Valentin states in the letter. "It is our opinion that Sharon Gaboff is not operating a commercial kennel business."

In a phone interview, Assistant Prosecutor Peter Warshaw said, "I'm not going to comment other than to say the case was closed without any criminal charges being filed."

Millstone Mayor Nancy Grbelja commented that the investigation took a great deal of time and relied upon many of the municipality's employees.

Committeeman Elias Abilheira said he appreciated the time the Prosecutor's Office took with the investigation but said, "It cost the taxpayers a lot of money because time is money."

Representatives from the Monmouth County Prosecutor's Office entered the Millstone Township municipal building on Nov. 3, 2005, to serve a search warrant and seize documents. When asked if it had something to do with the Gaboff investigation, Abilheira said, "I do not believe the prosecutor has released the township to disclose any facts yet."

The Prosecutor's Office has instructed township officials not to comment on the ongoing investigation and has not released any information on the kind of documents that were seized.

When asked if there is an update on that investigation, Warshaw said, "No update."

When asked if he could provide a timeline as to when information might be provided about the ongoing investigation, Warshaw again said, "No comment."
